How to support or object to a planning application with An Bord Pleanála

Introduction

Anyone has the right to see a planning application made to An Bord Pleanála. Planning applications to An Bord Pleanála are normally for strategic infrastructure projects or strategic housing developments. You can make a written submission or observation on the application for a fee. Generally, the submission or observation must be made within a certain deadline.

People who are applying for planning permission must put up a site notice and advertise in a local newspaper that circulated in the area, so you can find out about these applications. An Bord Pleanála must prepare weekly lists of planning applications and make them available for inspection in its offices and on its website.

You are entitled to see all the documents submitted with a planning application, which will be kept at An Bord Pleanála and the offices of your local authority.

You must make comments about planning applications in writing. If possible, you should quote the planning application's reference number. You must also give your name and address.

Your submission or observation will be acknowledged by An Bord Pleanála and you must be notified of the planning decision.

Rules

Your comments must be based on planning considerations, not on personal likes, dislikes or grievances. Planning considerations include:

  • National and regional guidelines and ministerial directives
  • Policies and objectives of the development plan
  • Policies and objectives of any local plan
  • Local considerations such as site development density, parking provision, traffic hazards, overlooking, effects on residential amenity
  • Public health
  • Environmental, amenity and shopping impacts
  • Other material planning matters

Anyone who has made written submissions or observations and paid the necessary fee must be informed of the planning decision by An Bord Pleanála.

Rates

The fee for making a submission or observation on a planning application for strategic infrastructure projects is €50.

The fee for making a submission or observation on a planning application for a strategic housing development is €20.
